Joseph Horkavy
Midwest Regional Coordinator
Joseph Edward Horkavy brings over 22 years of experience as a cement mason and 14 years as an instructor, having taught at the Joliet and Gary Job Corps Centers. A graduate of the OPCMIA Local 803 Apprenticeship Program in 2001, he returned as an instructor in 2009, dedicating himself to mentoring the next generation of tradespeople. In 2024, Joseph accepted the position of Midwest Regional Coordinator for the National Plastering Industry’s Joint Apprenticeship Trust Fund (NPIJATF), where he now applies his extensive field and instructional experience in a managerial capacity, continuing to support and strengthen workforce development across the region.

Now serving as an instructor, Timothy is committed to passing on his knowledge to the next generation of cement masons. With a passion for mentorship, he strives to equip apprentices with the hands-on skills, professionalism, and industry insight they need to build successful careers in the trade.
