Joseph Horkavy

Midwest Regional Coordinator


Joseph Edward Horkavy brings over 22 years of experience as a cement mason and 14 years as an instructor, having taught at the Joliet and Gary Job Corps Centers. A graduate of the OPCMIA Local 803 Apprenticeship Program in 2001, he returned as an instructor in 2009, dedicating himself to mentoring the next generation of tradespeople. In 2024, Joseph accepted the position of Midwest Regional Coordinator for the National Plastering Industry’s Joint Apprenticeship Trust Fund (NPIJATF), where he now applies his extensive field and instructional experience in a managerial capacity, continuing to support and strengthen workforce development across the region.

Andrew Funk

Cement Mason Instructor


Andrew Funk graduated from OPCMIA Local 132’s Apprenticeship Program in Dayton, Ohio, in 2005 and worked as cement mason until becoming a cement mason instructor for the Dayton Job Corps Center in 2021. “Jobs Corps has made a difference in my career by giving me the opportunity to teach young people the skills to have a long and sustaining career as a cement mason and to positively influence their lives,” he said.
