Daniel E. Stepano


Dan became General President of the Operative Plasterers’ and Cement Masons’ International Association on April 16, 2016.

He was initiated into the OPCMIA on August 5, 1980, as a Plasterer in Local Union No. 31, Pittsburgh, Pennsylvania. Dan has worked in the plaster trade performing all trade processes of the craft and has served the Local Union in various positions including Recording Secretary, Apprentice Coordinator/Instructor, Executive Board Member, Business Agent, Trustee of the Health and Welfare, Apprenticeship, Pension and Annuity Funds, Business Manager and Financial Secretary.

On July 22, 2004, he was appointed to the position of International Vice President and General Executive Board Member. In August of 2004, at the 48th OPCMIA International Convention, Dan was elected International Vice President and to the General Executive Board of the Operative Plasterers’ and Cement Masons’ International Association.

In June of 2007, Dan was appointed to the position of Executive Vice President and then on January 1, 2007, he was appointed to serve as the Director of Organizing. Dan was elected as Executive Vice President and also to the General Executive Board of the Operative Plasterers’ and Cement Masons’ International Association in August of 2009, at the 50th OPCMIA International Convention and again to both positions in August of 2014 at the 51st OPCMIA International Convention.

Dan comes from a family with a strong union background. His Father was a member of the OPCMIA Pittsburgh Local for over 46 years. Dan and his wife are the proud parents of two sons, Edward John and Ryan Jacob.

Kevin Sexton


On April 18, 2018, the OPCMIA General Executive Board unanimously approved the appointment of Vice President Kevin D. Sexton to General Secretary-Treasurer of the OPCMIA.

After serving in the United States Army until 1984, he joined OPCMIA Local 518’s apprenticeship program in August of 1985. Once he completed the apprenticeship program he continued working for signatory contractors in the area on various projects. In 1993, he was elected to the Executive Board of OPCMIA Local 518 and in 1996, was elected as President. He went on to be hired as Business Agent by then Business Manager Milton Warriner. Upon Milton’s retirement, he was appointed as Business Manager. Kevin served on numerous ERISA trust funds providing benefits to 518’s membership. He served the membership of 518 for 22 years.

In 2002, he was appointed as an International Deputy Representative. He was also elected Vice President of the Kansas City Building Trades and went on to be elevated to President of the Kansas City Building Trades upon the resignation of the President. In 2011, he was elected as Treasurer of the Missouri State Building Trades.

In 2011, he was appointed to serve on the International Finance Committee and in July 2015, he was hired on staff as an International Representative.

In April 2016, he was appointed Vice President by General President Dan Stepano and went on to be appointed to the General Executive Board in February 2017. General President Stepano went on to name him Assistant to the General President in February 2017.

Kevin is married to Angela Sexton and together they have seven children, seven grandsons and one granddaughter.

Douglas Taylor


A 26-year member of OPCMIA Local 526, Pittsburgh, PA, Douglas Taylor was elected OPCMIA Vice President by the Delegates to the 2014 International Convention.

Mr. Taylor served as an officer of his Local Union for more than 15 years in positions including Recording Secretary, President, and Business Agent. He served four unopposed terms as Business Manager, where he represented the members’ interests in contract negotiations with four employer associations and six public employers covering 31 counties in Western Pennsylvania and five counties in Northeastern Ohio. During this time, Mr. Taylor gained significant experience dealing with the Department of Labor having filed more than 200 Unfair Labor Practice charges, petitioned and executed multiple recognition elections, and successfully defended OPCMIA jurisdiction against multiple advances by rival crafts, including a 10K action brought by the Carpenters.

Mr. Taylor also has 20 years of experience in several roles working with Taft-Hartley/ERISA benefit funds. Through his Local, he served as Apprenticeship Instructor and Apprenticeship Coordinator. He also served as Trustee for his Local’s Apprentice Fund, Insurance Fund, Defined Contribution Pension Fund, and the Building Trades Pension Fund of Western Pennsylvania. In addition, Mr. Taylor served at the Trustees’ request as Plan Administrator for these funds from 2007 until September 2014.

Mr. Taylor’s International experience includes having served more than 10 years as Secretary-Treasurer for the Tri-State Conference and over five years as Secretary-Treasurer of the North East Conference representing the Northeastern United States.

Mr. Taylor was appointed by General President John J. Dougherty in 2006 to serve on the OPCMIA Finance Committee and was re-appointed by General President Patrick Finley in 2007.

Two years after his election as OPCMIA Vice-President, Mr. Taylor was appointed by General President Daniel E. Stepano to the General Executive Board. General President Stepano also appointed Mr. Taylor to serve as Trustee for the National Plastering Industry Joint Apprenticeship Training Fund, the International Training Fund, and the OPCMIA International Officers Pension Fund.
